Reform of higher education funding
The reform of higher education financing aimed to improve access to studies by expanding the funding opportunities available to students. Within this framework, CIDE supported the Ministry of Education and the National Council for Higher Education (NCHE) in designing and implementing a comprehensive reform of the higher education financing system. This intervention strengthened the policies, institutional mechanisms, and technological tools supporting the management of student financial aid. CIDE notably contributed to revising the regulatory framework, modernizing the National Student Financial Assistance Fund (NSFAF), developing a national higher education financing policy, and building the capacity of NCHE to manage and oversee the system. The project also led to the development of two strategic IT platforms: the LAGMIS system, designed to automate the management of student loans and grants, and the HEMIS system, which optimizes the allocation and monitoring of financial resources within higher education institutions. These achievements have contributed to increasing the efficiency, transparency and performance of the higher education funding system.
