The project's objective was to introduce key personnel at the Ministry of Education to contemporary policy and general curriculum development management systems in general education. The project aimed to increase key personnel's confidence in developing such a system. The CIDE's mandate was to propose a study visit program to Canada; provide materials on the proposed visit in Russian or Azerbaijani; organize the study trip (including providing a French-English interpreter and coordinator); and submit an implementation report at the end of the study trip.
